Public Comment Period to Open for Proposed Rules Regarding Exempt Sales Plans

The public comment period opens on Tuesday, Sept. 15 and closes at 11:59 p.m. on Monday, Nov. 16, 2026.

The State Board of Elections invites members of the public to comment on a proposed administrative rule regarding exempt sales plans for political party committees.

Proposed rule 08 NCAC 21 .0605 would require a political party committee seeking approval of an exempt sales plan pursuant to N.C.G.S. § 163-278.8A to fill out a form with information about the plan and return it to the State Board at least 15 business days before the proposed start date of the sales.

The public comment period opens on Tuesday, Sept. 15 and closes at 11:59 p.m. on Monday, Nov. 16, 2026.

Members of the public may comment on the proposed rule in any of the following ways:

Once the comment period closes and prior to taking final action on the rules, the State Board will review public comments and consider revisions to the proposed rules in response to the comments. After rules are adopted, they are submitted to the Rules Review Commission for final approval before they become effective.
