Use of Partial Social Security Numbers
Overview
The North Carolina State Board of Elections uses the last four digits of Social Security numbers for a variety of voter registration and list maintenance purposes. These include:
- Confirming the identity of a voter submitting a voter registration form through a verification process
- Confirming the identity of a voter submitting an absentee ballot request through a verification process
- Confirming whether the registration record of a voter matches another government record when conducting list maintenance
- Determining the citizenship status of a registered voter through a verification process involving federal and state records to conduct list maintenance
