Outdated/Rescinded Numbered Memos

Numbered memos are directives approved by the State Board of Elections and issued by the executive director. They provide binding guidance and updates about elections administration to the county boards of elections.

The numbered memos on this page represent "Outdated" and "Rescinded" memos, as determined by State Board members in late 2025. Outdated memos are those which are no longer relevant due to the passage of time, but which may still serve as examples for reference by elections officials and the public. Rescinded numbered memos are those which are no longer in place because of changes to laws, policy, or other factors.
