The following proposed rule is included in this public comment period:
08 NCAC 05 .0111 provides that county boards in counties with fewer than 6,501 registered voters may operate open on Mondays, Wednesdays, and Fridays when the board has determined that a full-time schedule is not necessary. For the purposes of this rule, office hours means hours consistent with the hours observed by county government of that county. Any county with a modified schedule must be open full-time during early voting periods for primaries and general elections.
The public comment period opens Nov. 2, 2026, and closes at 11:59 p.m. on Jan. 4, 2027. Submitted comments will be compiled and provided to the State Board for its review before its final consideration of the proposed rules.
