Comment on Proposed Rules
The State Board of Elections invites the public to comment on proposed rules directing the process to be followed when the State Board receives a signed and sworn campaign finance complaint from a registered voter. Read the Notice of Text.
Proposed rules:
- 08 NCAC 21 .0801 Organizing and Reporting outlines how building funds register with the State Board, naming conventions, and the applicable reporting schedule.
- 08 NCAC 21 .0802 Commingling of Donations clarifies that building funds may not be commingled with the political party executive committee or affiliated party committee operating funds.
- 08 NCAC 21 .0803 Contents of Reports sets out the information that must be disclosed in each report.
- 08 NCAC 21 .0804 Donations requires that a monetary donation of more than $50 must be made in a verifiable form of payment.
The public comment period opens July 1, 2026, and closes at 11:59 p.m. on Aug. 31, 2026. Submitted comments will be compiled and provided to the State Board for its review before its final consideration of the proposed rules.
