State Board Seeks Proposals for New Campaign Finance Reporting System

The State Board of Elections (NCSBE) and Office of the State Auditor (OSA) seek vendor proposals for a new campaign finance reporting system that is secure, cloud-based, and easy to use for committee treasurers, election administrators, and those interested in campaign finance data.

The State Board of Elections (NCSBE) and Office of the State Auditor (OSA) seek vendor proposals for a new campaign finance reporting system that is secure, cloud-based, and easy to use for committee treasurers, election administrators, and those interested in campaign finance data.

The current system, built for the Microsoft Windows operating system, is not compatible with Mac/Apple systems. It also lacks modern features, making it difficult for treasurers, election workers, and the public to navigate.

“Election administrators have long heard about the limitations of the current campaign finance system and the resulting frustration of users,” said Sam Hayes, NCSBE executive director. “The goal of this modernization effort is to address those concerns and provide North Carolinians with the best system on the market today, with the ability to make regular updates and enhancements to keep pace with technology. We also hope to move away from the current paper-based system, to create greater transparency and post reports faster online.”

In July 2025, the General Assembly provided $15 million to the State Board for the modernization of the State Election Information Management System (SEIMS), as well as the campaign finance reporting system.

About the RFP

Proposals are due by noon June 24, 2026, with a contract award expected in August 2026.

After the submission period closes, the State Board will review and evaluate all proposals and proceed with the procurement process in accordance with state requirements.

Features of the New System

The new campaign finance system will:

  • Ensure prompt access to data when reports are filed by committees.
  • Make it easier to search, understand, and track reported political spending over elections, election cycles, and calendar years.
  • Provide step-by-step filing of reports to prevent incomplete submissions, reduce user error, and help ensure compliance with campaign finance laws and requirements.
  • Provide enhanced security features aligned with state and federal best practices.

In addition to being charged with overall responsibility for administration of the elections processes in North Carolina, the NCSBE is responsible for the regulation of contributions, expenditures, independent expenditures, and electioneering communications in elections for North Carolina offices and referenda.
