Comment on Proposed Rules
The State Board of Elections invites the public to comment on proposed rules related to voter roll list maintenance on the basis of non-citizenship.
Proposed rules:
- Proposed rule Definitions (08 NCAC 23 .0101) (PDF) sets out definitions related to voter challenges and hearings
- Proposed rule Entry of Challenge (08 NCAC 23 .0102) (PDF) provides rules related to the entry of a voter challenge
- Proposed rule Preliminary Hearing (08 NCAC 23 .0103) (PDF) provides rules regarding the procedure for a preliminary hearing in the voter challenge process
- Proposed rule Challenge Hearing (08 NCAC 23 .0104) (PDF) provides rules regarding the procedure for a challenge hearing in the voter challenge process
The public comment period opens January 15, 2026, and closes at 11:59 p.m. on March 16, 2026. Submitted comments will be compiled and provided to the State Board for its review before its final consideration of the proposed rules.
