Public Comment Period Starts: Arrangement of Official Ballots

Overview

The State Board of Elections invites public comment on an amendment to a permanent rule related to the arrangement of official ballots.

The public comment period is now open and runs through Monday, August 16, 2021. Comments may be made through any of the following methods:

Public Hearing Details

A remote public hearing will be held as follows:

After registering for the hearing, you will receive a confirmation email containing information about joining the webinar. If you wish to make a comment during the hearing, please email Noah Grant at noah.grant@ncsbe.gov, or enter your name in the chat feature at the bottom of the WebEx screen upon joining the hearing.

After the public comment period and public hearing, the State Board will adopt the final version of the rule, and the Rules Review Commission will then review the rule for compliance with the requirements in Chapter 150B.

Joshua Lawson, a registered voter and resident of Wake County, submitted a rulemaking petition (PDF) to the State Board of Elections on March 26, 2021. The petition requested that the State Board amend 08 NCAC 06B .0103 to include the word “Nominee” after the candidate’s name and party designation, and to include “Unaffiliated Candidate” after the candidate’s name when a candidate qualifies by petition to run unaffiliated.

Separate from the rulemaking petition, the State Board is proposing several other changes to simplify the rule and to clarify the order of offices to be listed on the ballot.
