Welcome to the North Carolina State Board of Elections Campaign Finance Office. We provide information about the requirements, procedures and statutes governing campaign reporting.

State Campaign Finance Filers:

All employees are continuing to work – either in the office or remotely during the duration of COVID-19. For the fastest response, please email your questions to us at  [email protected]You may also reach our staff by phone (919-814-0700, option 3).

A drop box for hand-delivered reports will be available at the front entrance of the Dobbs Building. If you need a physical stamped copy of the report, please be aware that entrance into the Dobbs Building will require a COVID-19 screening. This may add additional time to your visit.

General Campaign Finance Information


There is an important update regarding the maximum contribution limitation. The State Board of Elections is required to evaluate the maximum contribution limitation every two years pursuant to 163-278.13 (a1). The maximum contribution limitation as of January 1, 2019 is $5,400 and remains in effect through December 31, 2020. Contact a member of the campaign finance department with questions.

Campaign Finance Manual

The state's Campaign Reporting Act applies to:

  • all candidates for public office;
  • all political party groups and political action committees;
  • all groups organized to support or oppose a referendum;
  • every person or group participating in activities that support or oppose the nomination or
    election of one or more clearly identified candidates, or a political party or a referendum.

Important Notice About Reporting Compliance


The State Board of Elections sends Notices of Noncompliance to committees that fail to file required reports. Committees that remain delinquent after a Notice of Noncompliance has been issued may have their Active Status terminated, rendering them ineligible to spend or raise money toward an election. Notices of Noncompliance and Termination of Active Status letters are public record and are found on our website as part of a committee's Campaign Report Image Search results.
