The National Voter Registration Act (NVRA) of 1993 was aimed at creating new opportunites for citizens - especially underrepresented groups of citizens - to register to vote. The NVRA mandated that voter registration be offered at a wide range of state agencies, such as the Department of Motor Vehicles (DMV) and the Department of Social Services (DSS).
