Committee Reporting Schedules

2013-2014 Candidates, Parties, PAC Schedule

The next report due from committees that are required to file on the quarterly schedule is the 2014 Third Quarter Plus.    All candidates who are active from previous election cycles but are not on the ballot in 2014 (or are not supporting candidates on a ballot in 2014) are on the semi-annual reporting schedule, and shall file the 2014 Year End Semi-Annual Report instead of quarterly reports.

In short, if you are on the quarterly schedule, you do not file semi-annually.  If you are on the semi-annual schedule, you do not file quarterly. Your status as a quarterly or semi-annual filer is determined by GS 163-278.9. Notices of reports that are due are sent by the elections board to committee treasurers.  Please note that if the address of your committee’s treasurer is not current, your committee may not receive these notifications.

Electioneering Communication period for the General Election is 9/7/2014 - 11/4/2014 [pursuant to NCGS 163-278.6 (8j)].

What is an Electioneering Communication?

  Affecting candidates for STATEWIDE OFFICE:

1.       Refers to a clearly identified candidate for STATEWIDE office; and

2.       EITHER it appears on broadcast, cable or satellite communication to 50,000 or more individuals in the State OR it Is sent via mass mailing or telephone bank to 20,000 or more households cumulatively; and

3.       Is aired or transmitted between September 7 – November 4, 2014; and

4.       Is not paid for by a state-registered candidate committee, party committee, political action committee, or independent expenditure political action committee; and

5.       Does not contain language that supports or opposes a clearly identified candidate or candidates of a clearly identified political party.

 

  Affecting candidates for NON-STATEWIDE OFFICE:

1.       Refers to a clearly identified candidate for NON-STATEWIDE office; and

2.       EITHER it appears on broadcast, cable or satellite communication to 7,500 or more individuals in the State OR it Is sent via mass mailing or telephone bank to 2,500 or more households cumulatively; and

3.       Is aired or transmitted between September 7 – November 4, 2014; and

4.       Is not paid for by a state-registered candidate committee, party committee, political action committee, or independent expenditure political action committee; and

5.       Does not contain language that supports or opposes a clearly identified candidate or candidates of a clearly identified political party.

 

Disclosure Requirements for Electioneering Communications

·         If the direct costs of producing or airing the electioneering communication aggregate in excess of $5,000, then

·         File an Initial Report within 10 days of incurring an expense for the direct costs of producing or airing the communication;

·         Use forms CRO-2310-2340 for the report.

·         If the Initial Report does not cover activity through October 18, then also file a Third Quarter Plus Report by October 27, 2014.

·         File a 48-Hour Report for all contributions exceeding $1,000 and expenditures exceeding $5,000 made or received between October 19-November 4, 2014.
