Welcome to the Web site for North Carolina's Campaign Finance Office. We provide information about the requirements, procedures and statutes governing campaign reporting.

2012 Campaign Finance Manual

The state's Campaign Reporting Act applies to:

  • all candidates for public office;
  • all political party groups and political action committees;
  • all groups organized to support or oppose a referendum;
  • every person or group participating in activities that support or oppose the nomination or election of one or more clearly identified candidates, or a political party or a referendum.

NOTICE

Candidates on the ballot in the Second Primary are required to file 48 Hour Report Notices from July 1 – July 17 when a contribution of $1,000 or more is received from one donor.

 

The Electioneering Communications period begins August 20.

Electioneering Communications are any broadcast, cable, or satellite communication, or mass mailing, or telephone bank that has all the following characteristics; refers to a clearly identified candidate for elected office, is aired or transmitted within 60 days of the time set for absentee voting to begin, and may be received by either 50,000 or more individuals in the State in an election for statewide office or 7,500  or more individuals in any other election if in the form of broadcast, cable, or satellite communication or 20,000 or more households, cumulative per election, in a statewide election or 2,500 households, cumulative per election, in any other election if in the form of mass mailing or telephone bank.

File initial disclosure report within 10 days of aggregated costs exceeding $5,000 and follow the regular schedule for subsequent reports. 48 Hour informational reports when incurring an expense of $5,000 or more or receiving $1,000 or more for purposes of making an electioneering communication before election but after the period covered by last report. On December 22, 2011, the State Board of Elections met and unanimously directed staff to inform interested members of the public that no matching /rescue funds will be distributed for appellate judicial elections from the North Carolina Public Campaign Fund pursuant to the decision in Arizona Free Enterprise Club’s Freedom Club PAC v. Bennett, 131 S.Ct. 2806 (2011). In addition, the special reporting schedule set forth in N.C. Gen. Stat. § 163-278.66(a) in order to facilitate disbursement of matching funds will not be required.  Any questions may be directed to Campaign Finance at campaign.reporting@ncsbe.gov

 

IMPORTANT NOTICE ABOUT REPORTING COMPLIANCE: The State Board of Elections sends Notices of Noncompliance to committees that fail to file required reports. Committees that remain delinquent after a Notice of Noncompliance has been issued may have their Active Status terminated, rendering them ineligible to spend or raise money toward an election. Notices of Noncompliance and Termination of Active Status letters are public record and are found on our website as part of a committee's Campaign Report Image Search results.
